Municipal Infrastructure Support Programme

MISP (Municipal Infrastructure Support Programme), financed by EU and managed by the Delegation of the European Union to the Republic of Serbia, assists municipalities in Serbia in the preparation of project documentation and implementation of municipal infrastructure projects. 

 Municipalities will benefit from having better quality of services in:

  • Water supply, waste water, solid waste management and district heating
  • Sheltered housing, facilities  for the disabled and education facilities
  • Tourist sites, urban renewal and industrial parks

Since 2005, more than 14 projects with a total value of over 65 million Euros  have been implemented.

The main goal of MISP is the improvement of the infrastructure services management in municipalities  and to increase investment in the infrastructure, in order to meet EU standards on environmental protection and sustainable economic development. MISP is also assisting municipalities and PUC’s throughout the complete process of infrastructure projects realization – from funding application, feasibility studies (SLAP 2.0 Information System), budget management to projects implementation.

EPTISA, a Spanish engineering consultant leading a consortium with two other international consultants: ROYAL HASKONING (NL) and VNG (NL), has been appointed for implementation of the MISP project

MISP is currently implementing 5 projects in Serbia of total value of approximately 50 million €.

Europe wants to give financial support to Serbian municipalities.  But, for this we need your projects! We use different ways to assist municipalities to prepare their infrastructure projects – we organize trainings for project preparation and implementation, we do round tables, discussions, international Study Tours. MISP has shown quite good and organized approach to preparation of local self-government projects in municipalities and towns of Serbia. Together with SCTM, MISP has developed a Programme, SLAP 2.0 Information System that enables projects to be evaluated, ranked and presented to possible investors and in this way implemented properly.

A reform of the PUC is exactly what we need, and not only in institutional and legal sense, but also in terms of adequate knowledge transfer for people employed in PUC’s, so that the citizens would be satisfied with their services.
