EU Green Week – 25 million euro investment for environmental protection

Šabac, 5 June 2013 – HE Vincent Deger, Head of the EU Delegation to the Republic of Serbia, Mr. Dusan Mrakić, State Secretary of the Ministry of Energy, Development and Environment, Mr. Milos Milosevic, Mayor of Sabac and Mr. Branislav Nedimović, Mayor of Sremska Mitrovica have visited today the new Sabac transfer station, as well as the Srem – Mačva regional landfill and officially announced the launch of both units.

The total value of the regional sanitary landfill is €6.32 million. It is funded by €5.02 million from the EU, the cities invested €1 million, whereas €3 million was provided by the former Environmental Protection Fund. The newly established regional company “Regional Landfill Srem-Mačva” will become operational in the next few months. The existing dumps sites in the territory of Sremska Mitrovica and Sabac failed to provide sanitary measures. This project has enabled the construction of one of the largest regional landfills in Vojvodina and Macva District that will provide environmental disposal of waste for over 209.000 citizens. In addition, the solid waste management plan will have long lasting positive effects on biodiversity of the Sava River basin.

The wastewater treatment plant is currently under construction in Sabac. The construction site is located near Sabac transfer station, and the total value of the project amounts to €18.562 million, of which the nearly €10 million was provide through the EU IPA funds.

The cities of Sremska Mitrovica and Sabac, through the EU-funded MISP programme, were awarded grants for the construction of two major municipal infrastructure projects in the field of environmental protection, in the total amount of more than €25 million: construction of the regional landfill Srem Mačva and construction of the wastewater treatment plant in Sabac. Furthermore, in cooperation with the EU MISP program two documents were developed: communication plans for Sremska Mitrovica – Sabac Solid Waste Management Scheme and Sabac Wastewater Treatment project. The communication strategy development was funded through EU technical assistance to the construction projects of the regional landfill and the wastewater treatment plant. The communication plans are aimed at educating local population on environmental issues, emphasizing the importance of recycling, primary waste selection, the importance of connecting to the sewer network, and the environmental protection of the Sava River basin. Within the “Don’t get Serbia dirty” campaign MISP has prepared an educational film on environmental protection, TV commercials, radio commercials and graphic design for billboards and posters.

The “EU Green Day” which was held in Sabac is an outdoor event during which the citizens were presented with publications on environmental protection at the the stalls of the EU Information Centre and the EU Delegation. There was also a „Openly on Europe“ video booth where people were able to say what they would like to see improved in their environment and send a message to the EU. The youngest visitors were drawing “My green planet,” took part in the EU Ground that represents a kind of European games with no borders and verified their knowledge of environment protection in an interactive quiz. This action also represents the start of the environmental protection promotion which will last until the end of June, and will be marked in a series of events by the EUD and Euinfo Center.

Regional Landfill Pirot Opened

Pirot, 26 March 2013 – H.E. Ambassador Vincent Degert, Head of the Delegation of the EU to the Republic of Serbia, Ms. Suzana Grubješić, Deputy Prime Minister for European Integration, Ms. Zorana Mihajlovic, PhD, Minister of Energy, Development and Environmental Protection, and Mr. Vladan Vasic, Mayor of Pirot have visited today and commissioned the regional landfill Pirot – one of the largest sanitary regional landfills in Serbia.

Four municipalities of Pirot District (Pirot, Babušnica, Bela Palanka and Dimitrovgrad) signed an Inter-municipal Agreement with the aim to establish a regional solid waste management scheme in the region. The scheme involved the construction of a regional sanitary landfill at the Muntina padina site, close to the main road Nis – Pirot. The Pirot regional landfill was constructed in full compliance with the EU and Serbain standards and legislation. The Inter-municipal Agreement, among other, identified the establishment of the Public Utility Company “Regional Landfill Pirot“ which employed the staff and began operation in january 2013. The waste was first delivered in January 2013. The lifetime of the landfill is 30 years.

The total value of the regional sanitary landfill construction is EUR 11.078.546, and it will be implemented in several phases. The first phase of the project was funded by the Ministry of Energy, Development and Environmental Protection (through former Eco fund), the Municipality of Pirot and the European Union (grants). The next three phases are planned to be partly funded from own resources of the municipalities, and the rest from grants by local and foreign funds.

Existing dumpsites did not have the capacity for further waste disposal and did not include sanitation. For these reasons, the regional landfill construction project defined the following objectives: create conditions for reliable and safe collection and disposal of municipal waste, create conditions for the overall improvement of solid waste management in municipalities, significant improvement of the environment in the region, and removal of existing health hazards in the participating municipalities. The project envisages the construction of a regional landfill for solid waste with the access road and infrastructure, and a Master Plan for the closure of existing dumpsites. New waste collection trucks and containers are in use.

This project allowed the construction of one of the largest regional landfills that will provide environmentally-friendly waste disposal for 92.277 citizens in 4 municipalities, signatories to the Inter-municipal Agreement.


4th Meeting of SLAP Coordinators

Belgrade, 25 February 2013 – Standing Conference of Towns and Municipalities organized the Forth Meeting of SLAP Coordinators on 25th of February, in Hotel “M” in Belgrade, with support from Exchange 3 and assistance of MISP IPA 2010.

Meeting was attended by more then ninety SLAP coordinators from cities and municipalities from all around Serbia. Results of SLAP information system achieved through the Exchange 3 programme were presented, with the plans for further development of the system through the Exchange 4 programme.

Representatives of Department for Tourism of the Ministry for Finance and Economy presented the Ministry priorities for development of tourist infrastructure, current activities and opportunities for financing municipal projects. Modifications to the SLAP questionnaires were presented, together with the requirements for registering and updating environmental projects, in line with Line Ministry requirements. Trainings to be organized by MISP IPA 2010 programme were also presented and discussed.

Participants used the opportunity to exchange their experiences in using the System, and talk about difficulties they face in identifying, formulating and registering projects, with presentations made by representatives of Zitiste, Velika Plana and Regional Development Agency “Jug”.

MISP recived “Euro step” award

Pirot, 26 January 2013 – Winners of the “Euro step” special award in “People for new time” action, organized for the fifth by Radio Plus Pirot are: MISP Programme – for construction of the Sanitary regional landfill Pirot, Bruno Mason – Director of “Tigar” tire factory, Verica Kalanović – Minister of Regional development and local self-government and Ivica Dačić – Prime minister and Minister of interior affairs.

Construction of the landfill started in December 2008. It has been financed by the EUD – 3.8 M Euro, Eco Fund of the Ministry of Environmental protection and Spatial Planning – 1.4 M Euro, NIP – 0.5 M Euro and Pirot municipality – 0.3 M euro.  Municipalities of Babušnica, Dimitrovgrad and Bela Palanka did not participate in landfill construction financially.

Starting from January 2013 Regional landfill Pirot is used as a regional landfill management scheme for all four municipalities.  Company for management of the regional landfill has been established, along with all administrative requirements for proper functioning.
