Workshop on municipal waste recovery with study visit

Szeged, 28 November 2012 – In cooperation with Szeged and Obrenovac waste management PUC`s, Municipal Infrastructure Support Programme, programme funded by the European Union and managed by the Delegation of the European Union to the Republic of Serbia, organized the “Workshop on Inter-municipal cooperation for Waste recovery with Study visit”, which was held in Obrenovac and Szeged from 27th to 28th of November 2012.

The Workshop with Study visit responded to the keen interest of local PUC`s and other decision makers in analyzing options for the organization of waste recovery activities in ongoing and planned projects.
It showed to be an excellent opportunity for knowledge exchange among field professionals.

On the first day the participants assembled in Obrenovac hotel. The event started with initial presentations, following a visit of the Obrenovac waste separation line, after which the group departed to Szeged for overnight stay.

The second day started with a visit to the waste management center of Szeged’s regional waste management company (Szegedi Környezetgazdálkodási Nonprofit Kft.), following final presentations and closing discussion.

As this was the last workshop in series organized in the scope of MISP Component 1 activities, delivery of accumulated knowledge and experience was substantial.
Mix of presentations, moderated discussion, and field visits, enabled good knowledge reception and very fruitful participatory approach. Participants took as natural to give ending statements of their own.

Local self government fair 2012

Belgrade, 29 November 2012 – Fourth local self-government fair has been held from 29th of November to 1st of December 2012, at hall (1) of Belgrade fair. Minister for Regional development and Local self-government Verica Kalanović opened the event underlining the importance of these occasions, for municipalities especially, which can represent their potentials in the best light possible, with the goal of promoting economic and local development.


The third meeting of SLAP Coordinators held

5 November 2012, Belgrade – Supported by the EXCHANGE 3 and MISP IPA 2008 Programme, the Standing Conference of Towns and Municipalities organized the third meeting of SLAP Coordinators in Belgrade hotel “Palace” on 5 November, 2012. The participants of the meeting, SLAP coordinators from municipalities and cities, as well as those from regional development agencies across Serbia, were presented with the new information and instructions for using SLAP IT system and the plans for future work. The attendees were presented with plans and activities of the Ministry of Energy Development and Environmental Protection, the ways in which IS SLAP is used by the Ministry in planning EU and international aid and with the instructions for the registration of projects in the field of environmental protection.
Annual meetings of SLAP coordinators are held since 2010 and they represent a forum for meeting and sharing experiences between SLAP coordinators as well as for notification on updates and plans in the work of information systems. The meetings are also an opportunity for presentation of plans and activities of line ministries in the development of local and regional infrastructure and for consideration of funding options for projects.
SLAP coordinators had the opportunity to share their experiences in using SLAP, make suggestions for improvement and become familiar with the most common difficulties in registering projects under the three sub-sectors of the environment – waste management, waste water and water supply. On this occasion, sectoral questionnaires in the area of business infrastructure were presented and updated. They are available in the information system of SLAP since September 2012 along with the instructions for entering projects in the fields of industrial and technological areas and parks, tourism, and business incubators.
Supporting employees in local government and regional development agencies in the preparation of projects and using SLAP will be provided through trainings to be organized by the EXCHANGE IV and Infrastructure Support Programme to Local Government (MISP IPA 2010), funded by the European Union. During 2013 and 2014, the program will organize a series of trainings for project preparation, as well as special workshops for SLAP coordinators.

Conference on Financing Infrastructure at the Local Level

16 October 2012 Belgrade – Standing Conference of Towns and Municipalities (SCTM) in cooperation with EXCHANGE 3 Programme and with the support of MISP (both programmes financed by the European Union), supports improvement of municipal capacities in the process of introducing standards and preparing for EU accession. Significant results have been achieved in the previous period, related to development and financing of local infrastructure through the development of SLAP Information System and support to the emission of first municipal bonds in Serbia.

As part of these activities, Standing Conference of Towns and Municipalities organized a National Conference “Financing Infrastructure on the Local Level – Opportunities and Challenges”, on 16th of October 2012, in the Belgrade Sava Center.

The Conference was primarily aimed at mayors, heads of budget and financial departments, members of local administration responsible for infrastructure and project development, as well as other interested participants. Plans and opinions of the line ministries for the upcoming period – Ministry for Regional Development and Local Self-Government and Ministry of Energy, Development and Environmental Protection were also presented. Representatives of municipalities had an opportunity to participate in panel discussions on two topics: “Infrastructure projects at the local level – priorities for financing” and “Municipal bonds – instrument for supporting infrastructure development”.

Šabac WWTP Contract Signed

8 October 2012 – Deputy Head of EU Delegation in Serbia, Mr Adriano Martins, and the  HOCHTIEF Solutions& GEMAX D.o.o.consortium representative have signed today a contract on construction of the waste waters treatment facility in Sabac. The EU donated EUR 8.400.000 set aside for construction works and technical assistance for the construction of the waste waters treatment facility in Sabac and the funds are part of the  project totaling EUR 18.135 mil which was apart from EU, funded also by the Ministry of Agriculture, Forestry and Water Management with EUR 3.700.000, former Ministry for the National Investment Plan with EUR 3.200.000 and the City of Sabac with EUR 1.450.000. Within the agreement signing ceremony, the facility location in the industrial zone of Sabac, next to the Sava river, was also visited.

The project aims at environment development by providing safety waste waters treatment system for the area of Sabac but also protection and better qualilty of the Sava river ground waters by treating collected and transported industrial and communal waste waters.  It will significantly influence both life quality and sanitary protection and decrease human health risks. This way, underground waters pollution will be avoided and existing septic tanks closing will be ensured. The citizens of Sabac and neighbouring villages will be provided with better standard in waste waters collection services.

Some 90.000 to 100.000 people will directly benefit from the project. It implies construction of the main waste waters transport pipelin ending at the future waste water treatment facility, sewarage pumping station construction Glavna at the exising waste waters exhaust, construction of waste water treatment facility  – (WWTF phase 1A for 84.000 equivalent inhabitants), construction of mud treatment Line for phase 1A and construction of coastal defense of 1600 m. The Project alligns with EU directives and Serbian legislation.
